What sealant / filler can I use underwater in a pool that will stick onto the vinyl pool liner

I am sorry but we do not have any sealant which can be used for this repair without first draining the pool. If you can drop the water level below the hole you could use Selleys Multi Grip to glue a vinyl patch over the hole. Once the repair has cured the water can be filled again.
